Yea, glue dries and when it does, it removes all moisture from any surface it adheres to, to make the adhesion more solid. I'm afraid, my friend, you've taken any moisture in the disc (since plastics are petroleum-based products) out of it and it has resulted in this chemical reaction. Your only option would be to buy a new game.
However, you could try this:
Since plastics are petroleum-based, you could try to rub Vasoline or something on the actual disc, put it in a plastic bag and let it set. The Vasoline may soak into the plastic, sort of 'reviving' it to its original state. After you've let it set for a while, take it out and soak it in warm water to let the Vasoline dissolve.
I'm not joking about this, either. You may think putting a UMD in water would be bad, but if there is a low enough pH level in the water, the aluminum part of the UMD will NOT rust AND the disc is all plastic anyway... You have no worries.
Try it out, lemme know what happens.
;)
