Not in Mario Kart.
You can use pictochat to text people within about 30' from you.
And i think you can use voice chat in Metriod Prime Hunters when in the lobby (can someone confirm this)

The single hatch mark ' can stand for foot or a geographical minute, and i'm pretty sure i'm not talking about a geographical minute.
30 inches would be 30"
30 metres would be 30m

I would not know, I don't need the Wifi Max to play online so have not purchased one.
but what I would know is that even if it did work, it would be over an internet connection, which makes it kinda pointless as you can esily use MSN or AIM on the computer the Wifi Max is plugged into.

I don't know how the wifi max works, but using a online connection you can play any WFC game online, check the manual that came with the game to see if it's WFC compatible.
I can play the following games online:
Mario Kart DS
Metroid prime Hunters
Animal Crossing Wild World
Tetris DS
Starfox Command
Out of those, only Metroid Prime Hunters has chat features, and they are not ingame.

you can only chat with people in metroid prime hunters and animal crossing.
wifimax is like the USB dongle by nintendo, except its 3rd party (datel).
