Is there anyway to extract a game from the PS2 hard drive into a PC HD?

Yeah, put the PS2 HD into the PC as a slave drive to your PC's HD, then copy the iso from one to the other.

It just boots up like that? I use HDLDUMB to install games. The Hardrive isn't recognized by windows due to the different file system I believe. Thats why programs like HDLDUMB or WINHIIP are needed correct?
