My friend recently got an m3 and has been playing roms on his ds. I wanted to also try this, but saw that the m3 was pretty pricy. I was looking through sites and ran through this http://www.lik-sang.com/info.php?category=&products_id=8970&
I was wondering if this works with emulation, and if it does what else i need. Thanks in advance.

Long answer short, no, it doesn't perform as well as you'd hope.

If you want emulation at a budget price, take a look at the Supercard. That's about as cheap as it gets if you still want to be able to use emulators with decent performance.

You'd also need a Superkey.

Also, the M3 is the best around, which is why it costs more than it's competitors. I'd suggest taking that into consideration.

If you are really on a budget you can get the CF version of that device:

Note that it needs to have a firmware replacement installed on it to work with emulators and you'll also need a Passcard3.

I would still reccommend getting an M3, or maybe a Supercard (gasp, i recommended a supercard...i must go punish myself...o_0)

so in this cf version i just need some kind of memory card? Also How does the CF compare to m3? Some specifics would be nice thanks in advance.

It's called the GBAMP (Gameboy Advance Movie Player) not the CF (which stands for Compact Flash - the memory card it uses)

and compared to the M3, it's well, crap.
The M3 has 32MB of in built SRAM, 99% compatibilty with DS games, 99% compatibilty with homebrew, 100% compatibility with GBA games.

The GBAMP has no SRAM, and cannot do anything DS related until you replace it's firmware, it can only play poor quality movies and NES games as it is.

Once you have replaced the firmware of the GBAMP, you can play about 75% of DS games using a special program, and the majority of homebrew, it cannot play GBA games though.

It's not really fair to compare anything to the M3, as it the best available.

You donwload a file, and run it on the GBAMP, about a min later and the firmware has been replaced, simple :-)

Don't forget that after the firmware has been replaced you need a Passcard3 to run NDS files from it, otherwise it acts just as it used to.
