recently i bought a factory white 2.60 psp with a blank mother board is it safe to downgrade and wot is the best downgrader ??????? :p

Its fairly straight forward. If your motherboard meets the criteria and you follow the instructions correctly then it is as safe as you can get it. Thousands of people have downgraded successfully.
