Windows Vista Portal help required

OK, I'm entering the realm of feeling terminally dumb.

Out of interest I downloaded and installed the Windows Vista portal but now have absolutley no idea how to access it.

I have searched everywhere, read the readme and I can not find the address you are meant to enter to access the portal.

I have no internet access so have never even bothered looking at the browser before, but as this is an offline portal the internet connection shouldn't matter.

If anyone can help and stop me wanting to bang my head on the table I would be grateful

load all the files up to the psp common area via usb then go to the psp webbrowser and type file:/PSP/COMMON/WVP/index.html

ok, I do that and it just trys to connect to the access point.

I guess I'm doing something stooopid, any ideas anyone ?

I thought the idea was it was offline internet site that can connect if necessary, or is that just some of the other portals.

all portals ave offline fatures and online features but it still needs internet connection to connect at first
