Ok, not sure if this is the best room to post it but here goes:
While watching MKV or OGM video files on VLC thee are certain times that I wish to rewind the vid by a few seconds or forward it using the shortcut key in VLC "ALT+Left/ Right" or "CTRL+Left/ Right".

The problem is that when trying to firward or rewind like this, the video simply rewinds to the first 10 secs or at 1:20 on the timeline every single time, this works fine for all other formats, what's wrong? All help (apart from recommending MPC instead) is very much appreciated, Thanx in advance. :D

Try mplayer instead.

Very nice player, thanx for that. But I really want to figure out how to fix the VLC timeline. :\
