Wierd Azureus behaviour - not speed problem

No matter what speed I limit my "uploads" to, Azureus maxes out. I can see the active torrents taking maybe 10-15KB/s of bandwidth, but when I monitor activity, the actual download "rate achieved" always matches what I have limited it to whether it be 20kB/s, 60Kb/s or even 90kB/s. I have all Norton antivirus running and regularly scan my system with Spybot S&D.
If anyone has some suggestion on what might be happening or even suggest a traffic monitor where I might be able to track down what is going on, it would be most appreciated.

first off norton will screw your computer up instead of saving it from misery.if you want to be safe the best anti-virus is kaspersky anti-virus or mcaffee(but not so much).

back to wat your asking,you can always remove the torrent from the uploading section.
