I backup my game and download it tru one of the torrent sites this is my 3rd times so far, the 2 games I backup went well until I backup this game(silent hill 3)I have an iso for this game but when I burned it(decrypter/imgburn) and play the picture screen went started shaking did I download a currup files? or is there a software to fix it?

Its probably a PAL game meaning from other countries. PAL games work on PAL tv signals. You gotta patch teh iso with a patcher. Search ps2 PAL to ntscin the search to see what im talking about.

patching would fix the shaking, but then the game won't be perfectly centered.

Then he'd use PAL2NTSC Patcher with Y-Fix, and adjust the Y co-ordinate of the screen.
