i riped my midnight club 3 umd and i deleted most of the songs but so i dont get get board of the same songs i want to add my own is there a program (hopfully free)that can convert .mp3 to .at3 and does it need a patch

This is a program called HiMdRenderer which will allow you to take the .AT3 music files from PSP and convert them to .WAV or .MP3 format. You can extract the files from an ISO using WinRAR.

Install the ATRAC3 codec Ive included first. You will then need to download Sonys SonicStage...its free just search for 'SonicStage'on Google...you'll find hundreds of results. I couldnt include it as its an online installer.

Once you have the codec and SonicShare installed just run HiMdRenderer and you can choose to convert .AT3 files into .WAV or .MP3

I presume you can do it the otherway round too, although Ive never tried it ! :)
