Gaming PC - Performing VERY sluggishly

I'm getting soo annoyed with my PC now, so i've decided to put all my problems in one thread, and just hope that some one can help with any of them.
I've just got 'Resevoir Dogs' game, it's system requirements, i can't find but i'm guessing they're around 512mb ram, 126mb graffics, windows xp. The standard for most modern games.
My specs [rough] 2 gig ram, 512 SLi Nvidia 7800GTx 230 gig hd.
The only way i can describe how the game runs, and all games of this 'graffic level' such as Roller coaster Tycoon 3, WoW, BF2. The only way i can describe how the games Run on my PC, is that imagine playing an online game [WoW/Wc3 etc] while downloading torrents and having limewire downloading. 'Laggy'
Here's a few settings on my PC, don't know if any oen can spot anything wrong from these.
First, here's my nvidia settings (sorry if spelling is poor, i just want to type these asap lol)
Anitalasing Settings - SLi16x
Antristopic Filtering - Application Controlloed
Image Settings - High Quality
Colour Profile - Not available
vertical sync - off
force minimaps - trillinear
conformat texture clamp - on
extension limit - off (not changeable)
antrstopic sample optimazion - off
gamma correct anilasing - off
transparency antilasing - Multi Sampling
Tripple Buffering - On
SLi Rendering mode - SLi Anitasing
Negative LOD bias - allow
My Resolution is 1280/1024
I have a Pent 4 with HT 3.4 Ghz also
Any thing you need/want to know let me know!

how long have you had windows intalled on your pc?? because after awhile ive noticed that windows tends to slow everything down tremendously reinstalling windows might fix that problem. also heating pentium processors slow down a little when they get hot. There may also be programs running in the background that you dont kno about (youve prolly already treid this) but hit ctrl-alt-delete then click the tab processes and look at the mem usage column something mite be taking up a lot of memeory that you dont kno about and it runs in the background. hope this helps

Have you loaded all your motherboards drivers?
When I installed my motherboards driver from the cd they said they all installed but I had to go into device manager and install manually for my video drivers for my motherboard to install. This is a possibility but not necessarily your problem.

You don't use limewire when gaming do you? That has a serious impact on performance.
Before you open a game, press Control alt and Delete and go to the task manager. have a look and see what your "CPU usage" is - if it's above 10-15%, look for what might be using that amount of power and close it before you play games (you may want to consider updating said program). If it isn't that high, then the problem may lie with your settings:
If you have detail turned up very high I know from experience RCT3 will run slowly, a large them park at night on my system produces a frame rate of 4-5fps, regardless of which resolution I set, it just isn't a very well-coded game. Also turn off Anti-Aliasing to "application controlled".

update the NVIDIA drivers. make sure you (if you decide to update) uninsatll the previous driver, DO NOT install over your current driver.
Also as stated from an earlier post, try not to download from torrents or P2P while playing online as your bandwith will be sucked up and you will cause lagg and your ping will be high, high ping will cause lagg with the server and people will get pissed.

That's actually not why I suggested, although a valid reason. The main reason is that Limewire often uses a vastly disproportionate amount of processor usage for what it does, and I have to close it to get any reasonable performance in any game, online or offline.
