I'm trying to burn Dirge of Cerberus, but the verison I downloaded(It wasn't pirated, because I payed $50 for it) has no .RAR file, which, from what I know, I'm supposed to extract. It only has .[insert number here] files(as in .038, .039, .040, etc.), what am I supposed to do??

I assume then your copy it to damaged to even rip. Anywaysjust extract the first one(.038) and you'll get the iso and ofcourse you burn that.
