I've been using Utorrent for about a year now, no problems, then i got the letters off my ISP "using to much bandwidth, we are liars it's not unlimited downloads so we are gonna be a bitch and throttle you HAHAH!" you get the point, it's happened before and i was throttled for about a month. Been three months now and still im throttled, but on my PC downstaird which is wired, i get max d/l on utorrent but still get the red exclamation, but on my wireless PC upstaird i can't download at all. Anyone know why that is?

It may say unlimited but if you take time to read the small print or listen carefully to their advertisment for whatever service they are promoting and you have been suckered into buying, they will mention "Fair Usage Policy" where if you are a heavy user during peak hours they will warn you repeat, and they will warn you agian, repeat again and they will "Throttle" you, as you like to call it, different companies may have different "Throttling Policies".
So dont blame them, blame your self for being unfair to all the other users during peak periods.
As for your upstairs downstairs problem, could it be each comp has a different firewall, router, windows firewall, port etc. setting?
Have you tried the same torrent on each site?
Oh and dont try and tell me that you do not have a FUP as to have that you must be paying top notch for your service man like £300 a month and only like big companies using OC T1 have that, as far as I know.
