What does the folder named "COMMON" do when you hook your psp up to the computer via USB cable?

Nothing, people usually place their portals in the common folder, otherwise it of no significance.

when i downloaded a file from the internet on my psp that is where the download was when i pluged my psp into my PC

yea thats why its named common any downloaded files through the net will normally be sent there unless you have a choice on putting the file where you want it to go
