k so my NCE DVD-RW ND-1300A would burn maxell 8x DVD-R's but not 16x, gwen told me to update my Nero and my firmware

and well, i updated my Nero, and i updated the firmware here is a screen shot of the updated firmware http://www.freewebs.com/ang3lis/f.jpg now.. what the hell T_T i still got the illegal disk error, heres the log after the update.

Sorry, I cannot see anything obvious,except for burn speed, too slow hopefully someone will be able to help.

Sounds like you solved the problem yourself.

You have an older drive - max burn speed of 4x. The last firmware update was 2 years ago. No newer modified firmware for it either.
So 16x media will give your drive a problem - reason for your illegal disc error..

Stick w/ 8x media though in some places it's getting very hard to find.
Or get a new burner that will burn to all the newer media.
Good ones can cost the same as 100 spindle of media on sale.
