This person made me a signature, so I asked him how he made it, and he said he made it in Adobe CS2.
I asked him how much it costs, and he told me download it from a torrent, is this illegal?

Yes
P2P programs arn't illegal because there not ment to share programs, music and videos for free, that is totally the consumers liability
or so I understand

But the answer is yes, getting any Pay-For program (music and videos apply to this too) for free is illegal

downloading CS2 is illegal......Don't download PhotoShop CS. Buy it if you have the money. P2P is LEGAL because you can share non-copyrighted files but downloading copyrighted is ILLEGAL.
