TV Tuner Picture Quality

I'm using Sabrent TV Tuner/Video Capture/MPEG Recording PCI Card with WinDVR 3. The problem that I am having is very poor quality picture from my cable and VCR feed,my cable signal shows about 3 or 4 channels that are crisp and clear and my the picture from the VCR lacks definition and color.The cable signal and vcr are both outstanding on my television compared to the computer's tv tuner.
