because Canada hasn't passed a law against the downloading of copyrighted materials for personal uses, unlike the U.S., the U.K., and many other nations.
I don't think you can necessarily say "it's legal", I think more accurately it's "not specifically illegal", because Canada hasn't updated its copyright law in a long, long time.
Downloading ANY copyrighted stuff is illegal, no matter what site you use, no matter where you are, BUT the prisons are full and there are an AWFUL lot of people doing it

uhh, have you actually read the laws? for personal use only, as in not actual piracy (sale of downloaded goods for profit), is legal in Canada, Finland, and many other nations.
