It's a scam though because you can get those for free from Bittorrent sites.

why would it seem to be illegal to download when you own the game and legal when you don't?
nevertheless, whether you own the game or not (as with any digital content), in countries where downloading copyright material is illegal, it's illegal across the board, whether you own it or not.
