I want to be able to edit audio files to extract some of the audio out of the clip to use as a wav file, what software that is free can do this??

as far as audio editors that are free, the only decent one I know of is called Audacity

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:
