i have a exactly the right amount needed and i am using Azureus can the ratio drop?

Yes, if you download some more it'll go down, meaning you'll need to seed more to make up for it.

Your ratio is a comparison of how much you have uploaded and downloaded.
It is considered to be average if your ratio is at least 0.8 it is considered good to have a 1.0 ratio and it is superb if you have a 1.5 ratio.
I once had a 7.7 ratio :) on a private tracker, and today I s....ded a torrent till it had a ratio of 2 :)
