Peer Guardian Launch Error

I was using Peer guradian in Windows XP with Azureus quite well for ever.
Then, after screwing around with a whole lot of problems including having to restart some services in Safe Mode, I get the following error message when attempting to launch Peer Guardian;
"Peer Guardian is unable to load the packet filtering driver.
This could happen if Peer Guardian crashed and didn't have a chance to unload the driver or or if the file pgfilter.sys can't be found.
If Peer Guardian crashed, pleae run "recover PeerGuradian" from the start menu to attempt to recover from the problem.

class driver_error
StartService: this service cannot be started in Safe Mode

I've seen this erro before when in fact Peer Guardian crashed and I attempted the recover steps. I'm informed no driver found and this step is therefore not necessary.
I even uninstalled and re-installed P.G. still same error.
All my other functionality appears normal and I can see that I am not in fact in Safe Mode (although I had been as mentioned above when I was "fixing" some stuff.
I neede help!?

You went to start/programs/peer guardian 2 and did the "recover peer guardian" step?

I'd say restart your system before I'd say reinstall.

Besides that, this is probably a question better asked on the phoenixlabs forum---or at least search for it there.

thanks - yes did both those steps several times before re-installing. Will take your advice and go to Phoenix
