What goes in a cuesheet for a dvd iso?

I dl'ed a program that is 3.3g and it's a cue and bin. Well, when I try to load the cue into Nero it only takes up 1kb, isn't the whole bin suposed to load up too? I used cue sheet creator programs and still nothing. I also converted the bin to an iso but it doesn't boot. Please help, I've wasted 3 days on this.
