SMALLPAD.DAT file in gtavcs iso?

I was wondering if i could delete the SMALLPAD.DAT file in gtavcs iso since i heard that the pad files aren't needed but the extension is dat? Can i still remove it without anything happening?

open umd gen and then configure padding>set it to none.
