You might want to try this program. It's FREE.

why do you want to convert this wma file to mp3 in the first place? one important thing you should be aware of is that anytime you convert a lossy format (like wma and mp3) to another lossy format, there is significant quality loss...just something to keep in mind.

if you still want to convert it, then the best free converter out there is dBPowerAMP. the output filesize is going to depend on what bitrate you select for your mp3 to be encoded at. If it is spoken voice, 128 is okay. If it is music, use at least 192 kbps. And be sure to select VBR (Variable bitrate) instead of CBR (constant bitrate).

you can find the link to DMC's website in my sig below...

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:

Audio quality is measured in bits. The higher the bitrate of an audio file the better quality sound there is. It is most likely that the mp3 you are converting it to has a higher bitrate than the wma you are converting from, therefore, the bigger file size. If you want the mp3 to be smaller change the settings in your conversion program to have a smaller bitrate in the output file.
