hi i am going to buy a psp and i would like to know does sony still make 1.5 psp because i would like to play iso or any other version i can play it on

No they dont make V1.50 anymore, you might get one on E-Bay.
They now mostly come in V2.60 firmware which is what you really need (or lower) BUT if it is a factory V2.60 and not either a TA-082 or TA-086 motherboard you must upgrade to 2.71 and no higher in order to downgrade to 1.50.

so what is the factory setting ur talking about if i get a v2.60 from futureshop i can just upgrade to v2.71 and put the emulator on it and play iso. Is the a way to play iso on the 2.71,because i really dont want to take the chance to brick my psp

If your PSP isnt like this pic then you are ok to downgrade. Its safe but do so at your own risk.
