I can also recommend upgrading to 2.71 SE-C as SE-B doesn't have as much compatibilty.

I have 2 copies of pro evo 6

one of them works fine with 2.71SE-C, the other one doesn't work it just crashes even with devhook 0.51.

You should try downloading again as it looks like you may have a bad copy
