I finally got a game to work using Devhook 0.46, but it seems that I can only play the iso games when I'm connected to my computer. If I disconnect, I can't play the game. Is that suppose to happen. Why can't I download the game to my memory stick and take it with me?

I followed the instructions from this thread: Tutorial on running ISO's via USB on Devhook, Firmware 1.5 ONLY

You can. That tutorial is for running ISOs via USB.

To run ISOs from your memory stick with DevHook 0.51, check my guide:

It doesn't work. What drive is the ms0: drive? When I come out of USB mode and try to start devhook, it doesn't show on the PsP.

ms0 is the drive of your PSP. i.e X:\ where X is the drive letter of your PSP.
