1. Download HEND from here: http://www.psp-hacks.com/file/922
2. Extract hend.rar and copy all the files in the MS_ROOT folder to the root of your memory stick (i.e X:\ where X is the drive letter of your PSP). Press Yes if it asks you to replace.
3. Download DevHook 0.4X from here:
http://www.psp-hacks.com/file/811
4. Extract devlauncher271_2.rar and again copy all the files in the MS_ROOT folder to the root of your memory stick (X:\). Press Yes if it asks you to replace.
5. Now download a firmware 1.5 dump from here:
http://www.psp-hacks.com/file/8
6. Extract 1_50_US_Firmware_Dump.rar and then rename the "flash0" folder to "f0" and rename the "flash1" folder to "f1". Then copy the "reboot.bin" file into the "f0" folder.
7. Now browse to your PSP on your computer and go into the "dh" folder. Create a folder called 150 in that folder.
8. Now copy the f0 and f1 folders to X:\dh\150\ where X is the drive letter of your PSP.
9. Download this GBA Emulator:
http://www.psp-hacks.com/file/897
And also find a copy of a GBA BIOS and rename it to gba_bios.bin
10. Now extract gpSP_kai_25.rar and then extract gpSP_kai_25_15.zip . Then copy the gpSP and gpSP% folders to X:\PSP\GAME (where X is the drive letter of your PSP). Copy the gba_bios.bin to X:\PSP\GAME\gpSP\.
11. Now get out of USB Mode on your PSP, make sure a UMD is not inserted and then go to PHOTO-->HEND. A blue screen will appear and your PSP will auto-reset. If your PSP gets stuck just repeat this step until you get it to work.
12. Now go to GAME-->Memory Stick and then select DevHook 0.4X
13. Once in the DevHook menu, go to FIRMWARE and chose firmware 1.5.
14. Now go to START DEVHOOK
15. You will then be in the 1.5 XMB. Now go to GAME-->Memory Stick and then select the icon for gpSP_KAI_25.
16. The emulator will start and you can play roms!

Did you copy the firmware 1.5 dump toms0:/dh/150 and did you rename flash0 to f0 and flash1 to f1? And did you move the reboot.bin into the f0 folder?
Also make sure you don't have a UMD inserted.

Did you change the FIRMWARE setting to firmware 1.5?
Also, can you tell me what the root of your memory stick looks like (i.e the folders in there)?
Also don't you mean that your PSP shuts down after step 14 not 13?

Hmm it looks ok to me. Have you tried formatting your memory stick and copying everything again?
BTW You don't have anything in MP_ROOT except any movies you might have do you?
