bitcomet wont connect to wireless public library network

dont know, but for some reason when I am connected through my own wireless adapter / my own network, I am able to download.
However, when I go to the library, where dl speeds are alot quicker, Bitcomet wont start the downloads for some reason. Any suggestions? Any help?

Simply enough, it's blocked, and it always will be unless you get admin privelages @ the router, which you won't.
