Problems with HDD Enclosure not starting

I purchased a External HDD Enclosure for around 20$ and didn't realise how cheap of a product it was untill i recieved it. It didn't come with any support or company name. It just says made in china then has pictures of 4 Enclosures with check boxes to indicate which one i got. None of them were checked, but looking at the pictures I could have one of the three enclosures. The model numbers are MDT-UI3522, MDT-UI3522W, and MDT-UI3503.The problem i have with it is that when i plug it up to my pc it says <1> Error device cannot start when i try to install it. The disc that did come with the unit has 95/98 support drivers. I assume windows xp sp2 will have its own drivers to install it but the enclosure isn't fuctioning right. Ive tried two HDD's that work fine in the pc but won't work in the enclosure. Ive even tried setting the pins to Ultra ATA, Master, and Slave Drive. All the Lights come on and the cables are plugged in, ive tried different USB cords (uses usb 2.0). The HDD im trying to get to work is the Seagate Barracuda 250gb (ST3250623A). So if anyone could assist me on getting this thing to work would be great. I wanna try to get it working so i don't have to ship it back before the holidays.

a couple things, first of all, with USB enclosures, the jumper settings need to be set to Master, regardless of how many enclosures you have; secondly, enclosures have i think a certain GB size limit on discs that can be recognised. I have 2 different types of USB2.0 enclosure, neither types could recognise a 320GB hard drive, but are fine with a 120GB disc. I'm not 100% sure about the GB size limit, will have to do some searching, i have a feeling the limit is 137GB but may be wrong...
