I am highly convinced that my isp has capped my outgoing bandwidth. I've been battling slow torrent speeds for over a month now and I've tried everything in regards to good settings (which I previously had), including you're suggestions and TomMelee's flow chart.

A speed test states that my download speed is normal but my upload speed is 145 kBits/s, which is 92% below normal.

I have RC4 Encryption enabled but it doesnt help anything. Has anyone else had this problem or does anyone have any suggestion on how to get around the cap?

The thing w/ encryption is that it only allows you to upload to other people who have encryption enabled.

Are your torrents slow both directions, or just up?

Judging from the fact that your dl rate should be able to reach some multiple of what you ul, I would say slow.

My dl and ul rates are roughly the same, less than 18kb each.

Next step:
hard reboot modem AND router, retry.

If that doesn't fix it, do another speed test.

If it's still foobar, call your ISP. It's possible they put a pad on your line to limit your connectivity b/c they think you've moved too much traffic.
