what kind of system do you want. Mine cost about $1000 to build but would do anything you need.
MSI 975X Platinum Power Up Ed. Motherboard
2GB Crucial Technologies DDR2 667 RAM
XFX GeForce 7600GT 256MB PCI-E Graphics Card
Enermax 620W power supply
Gigabyte Poseidon case (black) tool-less design for easy assembly
Core2Duo 2.13GHz E6400 Processor (overclocked to 2.5 per core)
If you need a DVD burner then BenQ, NEC and Pioneer are good
If you want true surround sound (with the above motherboard) then a set of Logitec X-540 speakers are nice

dude, for an e6600($300) and 2 gigs of Ram ($200) that would leave you with 200 dollars left. you aint gonna get very good parts. You sont want to get a cheap psu though. some thing like 45 dollars would be fair.

my suggestions-
1) for that budget, the best cpu for you would be an e6300OC or an e6400
2) DONOT BUY A CHEAP PSU!!!( they will kill your comp!)
3) a nice SLI motherboard would cost around $125
4) remember this- for 1 gig of decent ram cost ~ $115 (1GB/$115)

I would have to agree with the above. $700 you could build an OK system if all you needed was the items i listed and not any DVD drives, hard drives, monitors, speakers or anything like that.
I know people who have built a decent system for about $700
But if you want something that will not be outdated in a few months then your most likely going to have to spend more around the $1000 to $1200 range.
Newegg.com
Tigerdirect.com
Frys.com
are 3 good stores where you can get good deals.
