Editing DVD-VR with Nero?

I was just given a DVDRecorder. I have been using it to convert old VHS tapes to DVD. Unfortunately when the DVD Rec finalizes the disc the only chapter edits that show up are the auto-markers, any user edits do not show up at all. So if the the DVD Rec auto marks five chapters and I go back and add an additional 2, only the original five will show up on other players. I went around this problem by ripping the .vobs to my harddrive then using vision express3 to edit the .vobs to the way I wanted them. But that is a bit lengthy and tedious...

While I was in Nero (version 6) I noticed that there is the ability to create DVD-VR, the same format the DVD Rec records in. Is there any way to use Nero to edit the the .vob files on disc, before the disc has been finalized? Is there any program that will let me do this? Or am I stuck having to double convert my old VHS-to-DVD to get the kind of editing I want?
