Bit Comet shutting down internet

I'm running on Windows XP and recently every 15 minutes or so when I'm downloading something via a torrent(and only a torrent), my internet will shutdown and I'll need to reset the modem(by unplugging and replugging in generally). I've been using Bit Comet awhile now and have never had this problem, I even downloaded a new version and it's still doing it.

Could this be my ISP?
Could this be some sort of virus or something along those lines?
What could be causing this, it's really quite annoying.
(by the way, it never happens when downloading something from a webpage)
