Does anyone know a tool that can convert VTS files from PAL to NTSC so I can play the movies on my home regular DVD player?

If you are in Europe, your DVD player should play NTSC, just by changing the settings in the menu or flicking a switch at the back. most likely the first option though.

Canopus Procoder is hands down the best tool for this process...I recently finished converting 12 R2 PAL DVDs and am VERY happy with the results.

If you don't have this pricey little package, www.dvdrhelp.com has a guide on how to do the process via TMPGEnc Plus and BeSweet. I can't comment on the efficacy of this one, however.

I use TMPGEnc to convert PAL VCD to DVD, you can also do the DVD to DVD.. It works but might take awhile.. couple of hours. I use the wizard.
