I have a promo copy of a dvd that has no menus, bonus features, etc that I'm trying to rip. I'm using Ripit4me with all the latest updates. When it gets to the end of decryption (the cleanup stage), it says that the disc may be scratched or dirty and it wont finish. Any suggestions?

Sounds like there's a problem with the disc that the drive doesn't like. You may or may not be able to see it.
Try cleaning off the disc with something non abrasive in a non circular motion.
If you have another drive try that one too - some are better at ripping 'marred' discs then others.

You can also try DVDFab Decrypter.
