they need to be placed in the folder "_system_"; if you have m3dss version 1.03 or above, they must be placed in the proper numbered folder[01-12] inside the folder "themes".

If I'm not mistaken, this is only to modify the vista skin for the m3 ds simply. Not to make your own. Cuz I don't really want a vista theme. I was looking for more of a god of war theme or resident evil...
