No fast rewind or fast forward on captured DVD's

I am capturing my grandson's football game tapes and putting them on a DVD using NeoDVD. The capturing, etc. goes fine, but the finished DVD will only ff at 2+ (which I could live with) but will not fr at all. These game tapes are used by the coaches, and they rewind and fast forward continually to better see the plays. Here I am trying to impress the "guys" but am left with egg on my face. Any suggestions would be appreciated.

Are they being put on as IMages(ISO) or as Files(VIDEO_TS)?

They are put on as Video_TS. I did discover an interesting thing tho. If I play these DVD's on my computer, and they ff and fr like crazy. I have an Apex DVD player that basically plays anything I stick in it....except for the video captured DVD's.
