i can get 600+ download rate but my upload rate seems to be capped at 10kb. i checked preferences and my cap on uploads is 60kb. A few days ago i was uping at 50kb but now i cant get passed 13kb! i have looked for guides but cant find any that could help me with my upload speed problem. i even tryed only uploading one torrent and downloading none but that doesnt help. There are plenty on leechers so i know thats not the problem. I tryed multiple torrents and they all have the same problem. I tryed the utor 1.7 beta and the official 1.6 releases.

Any help?

Probably your ISP, but you could also try upgrading the FW or messing with the settings on your router.
