The only time I have seen "queued" in my Azureus 2.5.0.4, is when I have more torrents running (seeding or downloading) than my max active torrents setting in Azureus.

My max active torrents is 2, so if I am seeding, I can only have 1 download going. Sometimes a download will start because a download above it is not connecting, but will stop when the download above it gets a connection.

Are you running other downloads? any torrents seeding?

If you want to reset your settings to default:

close Azureus
go to Start > Run
type cmd /k DEL "%appdata%\Azureus\Azureus.config*"
hit Enter

With the 1/7 downloading/seeding, you should not be getting the queued on the download. The only thing I can think of is maybe the seeding ones are in first priority. Could this be so?
