Can you post what kind of motherboard you have? I'm guessing this is a pre-built PC so you computer model number will do.

The things you need to worry about are:
AGP or PCI express 16x
Is the Power supply capable?
Do you have sufficient case ventilation?

Ouch, what stingy people!

As for the Dell PC, what model is the Dell PC< and which ATI Graphics card is it?

No, because it's AGP. You'll want an AGP graphics card instead.

Hmm. I guess we read different spec sheets! If it's only PCI, you'll have to stick with what you've got.

yeah, to be fair, Id trust the Dell site more than a specifications list on Amazon. I wasn't really sure where to look, the name '2400 series' suggest there may have been several.
if they're all white, they're probably all PCI.
if there are some white ones and a longer dark coloured (often brown) slot above them, quite a bit further towards the middle, then you have AGP. If there's a long one that's only a tiny amount further towards the middle, it may have PCI express, but this I doubt.
