home video's burned to dvd's from region 2 - showing up as blank on my computer

I have two home video's that were sent to me on DVD from someone in Region 2. I am in the US (Region 1) and trying to play it on my laptop computer, but when I place the disks in my drive it appears that they are blank.
I do not know what program was used to burn them, or anything about the burning process.
Does anyone have any ideas or suggestions for me on how to view these dvd's? Or is there anyway to determine if there are any files on there? Could it be that the issue is the burning in different regions?

Assuming that they have been burned as DVD files,they have no region coding.
They are probably PAL disks, but they should play ok in the laptop (but not on a North American standalone DVD player, unless it specifies PAL as playable).

If they are DVD disks, then Explorer should show two folder on the disk.
the Audio folder is empty
The video folder contains the files.

I checked the disks again and when I opened them an error message popped up:
"Windows cannot read from the disk. The disk might be corrupted, or it could be using a format that is not compatible with Windows."
