I don't want to spend $80 on an m3 lite so I was wondering if there is like a GBA emulator for moonshell on m3 simply? Or if there is 1 that's only $25.00?

There is no way to emulate GBA on the DS.
However, the EZ flash 3-1 allows you to flash GBA roms to it from a slot-1 cart, you can usually get it for around 30$.
