My dvd-rom wont read dvd-r

Hi,
Since im a newbie lol im 42yrs old,
ive been the the thread about dvd rom not reading dvd-r's mine happen 5 weeks ago and i didn't think of anything until now last night i brought a new samsung tsst s202g and its doing the same thing on the new burner as the old one.
ive tried everything the forums have said to do with no prevail im at a dead end it wont read blank dvd-r ive tried buying different brands with no luck...
can anyone help me resolve this matter i was burning allot of movies and now im stuck and cant do anything.

Under the drive properties, select the 'Recording' tab and turn off 'Enable CD recording' and reboot.
Turn 'Enable CD recording' back on and reboot.
Still nothing?
Uninstall the IDE controller that the drive is connected to and reboot.
