Error while burning DVDs

While trying to burn dvd-r disks with nero and other similar programs, I am receiving
similar errors with each disc burned. When the software verifies the disk, the log
indicates the files do not match, there are thousands of errors per burn. I have
an identical drive in another computer and tried swapping them, same error. Tried
changing IDE cable, same error. The only thing I can think is that its an issue with
windows, or conflicting software. I will post a portion of the log below, thanks in advance for any help.

same result at 4x, NEC recommends that I burn this media at 8x even though it is 16x. BTW I have tried different brands of media also.

and it's not a disk-to-disk, on the fly, copy?

HD to DVD. I tried an ISO of a movie I had on my hard drive, and also a bunch of image files. I checked the images on a different computer to make sure the drive wasn't just reading incorrectly,

If you booted into safe mode and tried a burn, that would eliminate the other software issue - but is the firmware up to date on both swapped drives?

I burned a disk in safe mode and it came out fine, hope that gives you some information. I'm totally in the dark.

Use the Task Manager to shut down programs or look for Startup Cop and install and run.
Look at the programs that are loading at start time and temporary disable any software that may be causing problems.
Virus scanners, printer tools, Nero. Check Google if unsure.

no dice, I shut down all but the windows system processes, still burned wrong. I'm thinking it has to be a windows component causing it.
