So there is only one blue one? That means you don't have built in GFX, and your video card is probably bad. Did you check to see if windows starts up? Turn on the speakers, see if you can hear the start up sound.

Well pizat if it's the one on the bottom, I would say your card is dead. Try plugging it into the one at the top, see what happens.
P.S. Are you sure your monitor is plugged in to the wall socket? (that part was just a little joke)

Well if you have tried the vga port on your card and nothing is happening, Yeah I would pick up a new card. But find out if you can return the card just incase it's not a problem with the card.
Good Luck

Well that depends on how much you want to spend on a card and what you normally do with your computer.(gamer, movie watching, internet surfing, etc.)

Lets us know.

Online games is what settles it. If it's msn poker and eve online then you don't need a powerful one, if it's counter strike source, UT2004, Quake 4, Stalker, etc. you want a powerful one.

Depends what you've already got.

As for the transport, an anti-static bag.

If you use a separate graphics card, that website's not relevant.

This is a decent card for your needs, you will need a AGP card.
I'm not sure where you live, but this is a canadian site.

try taking the videocard from the agp slot if you have a card in there & just use the onboard videocard, the Integrated Real 256E 3D Graphics - Memory Max. 64MB
