i bought my phone in Romania from Orange... it's not on a contract or anything at the moment, but i'm planning to register it with Rogers. Do i need to set up a plan before i can unlock it?

This is the only codes i have.

?Cannot undo restriction? or ?Not allowed? means. After you have made 5 attempts or even 3 attempts on newer phones

One option you have for unlocking is that you can check in your local area for someone that provides unlocking phones.
