Hello,

Can anyone suggest a tool that will convert the bit rate and sample rate of a wav file (audio) from 88kbps to 64kbps and sample rate of 8kHz. I tried a couple but they don?t see to have the bit rate I?m looking for. ?Free? tools I tried were 4music and Audio converter Pro. Do I need to purchase these to access all the features?
I also have access to Audacity.
