can u run internet on the r4 itself or do u need the expansion pack?

You'll need the expansion. Check out the EZ flash 3 in 1. Not only is it an expansion but also a GBA solution for GBA backups and a rumble pack for rumble enabled games.

Edit: It seems from your topic title that you already know about the 3 in 1 so I'll just go ahead and say yes, you need it as the expansion for the internet.
